Realistic miniature food packaging can be made by recycling or upcycling used cellophane wrappings. The technique for making these packages is very similar to the plastic heat welding technique used to make the miniature air mattress from plastic straws. These packages are ideal for miniatures like the items on the miniature junk foods list or the real miniature pasta.
These packages are not "heritage" miniatures. The materials used to make these will often degrade in uv light, so don't place them in a setting where there are fabrics or other items you want to treasure for ever. These are great for short term miniature projects or quick displays not intended to last more than a few years. As with other items which have contained food, make sure you wash the materials well before using them. Even traces of oils and starches can attract unwelcome insects to your display.
To make miniature packaging using this method you need to find cellophane wrapping which has been treated to allow it to be heat welded or heat sealed. If you notice a food package with a heat welded seam down the back, or heat welded ends (like most potato chip bags) you can usually get the cellophane to work for miniature packages. You'll need to have patience and be prepared for trial and error to get it to work.
