Most miniature scenes are static. Adding an event which is about to happen draws the viewer into the effectively into the scene.

The float plane in this scene creates the feeling of something about to happen, which draws a viewer into this miniature scene. It also references the fact that a remote sawmill was likely only connected to the rest of the world by rail or airplane, so some historical references are brought into the scene as well.

The scene construction in this HO layout is exceptional, but with the addition of a plane coming in to land, the scene expands beyond its immediate surroundings. These types of display techniques are things any miniaturist can use in any type of miniature scene.
