Common fluorescent markers, highlighting pens and some gel pens can be used as ink for stamps to create stamped designs that glow under blacklights. This tip works best with felt tipped highlighters. First check how bright the effect of your colored highlighter is under miniature blacklights . Yellow is usually the brightest color.

To ink the stamp, run the highlighter over all the lines on the stamp, then stamp it on your display surface. You can use the stamp on fabric as well as paper and craft foam or other surfaces. If you use fluorescent highlighters on similar colored backgrounds, the design will only show under blacklight not in daylight. If you stamp on dark backgrounds (black craft foam) the design will appear to 'float' off the backdrop, leaving the design the only color picked out by the lights.
