You can add decorations to miniature sugar skull made of modelling materials, or sugar, to make them more colorful. Here are two galleries with examples for ideas:

For edible sugar skulls you can use colored bits of fondant, icing from tiny tubes (000) or brushed on food coloring to create designs.
For Sugar Skulls Made from Craft Materials you can use acrylic paints, bits of polymer clay (on clay skulls), gel pens or fine glitter pens or embossing powders to create designs. For the skull shown here I used gel pens, which may run slightly under the micro glitter if you press too firmly.
