Miniature peanuts in the shell are useful for a lot of model scenes, but as they are so tiny, they take a bit of special technique to make. They aren't difficult, to go ahead and make yourself strings for tiny bird feeders in your scale miniature trees or hanging from your dolls house porch.
These peanuts are most realistic if you make them from air dry clay. I used Delight Clay which really lends itself in texture to the slightly fuzzy coating of peanuts. It also takes very fine detail easily. You can make the peanuts from polymer clay using the same techniques. They just won't warp as they dry the way the air dry clay will, creating more realistic peanuts in the shell.
